Between 1751 and 1784, the Qianlong emperor embarked upon six southern tours, traveling from Beijing to Jiangnan and back. These tours were exercises in political theater that took the Manchu emperor through one of the Qing empire's most prosperous regions.
This study elucidates the tensions and the constant negotiations characterizing the relationship between the imperial center and Jiangnan, which straddled the two key provinces of Jiangsu and Zhejiang. Politically, economically, and culturally, Jiangnan was the undisputed center of the Han Chinese world; it also remained a bastion of Ming loyalism and anti-Manchu sentiment. How did the Qing court constitute its authority and legitimate its domination over this pivotal region? What were the precise terms and historical dynamics of Qing rule over China proper during the long eighteenth century?
In the course of addressing such questions, this study also explores the political culture within and through which High Qing rule was constituted and contested by a range of actors, all of whom operated within socially and historically structured contexts. The author argues that the southern tours occupied a central place in the historical formation of Qing rule during a period of momentous change affecting all strata of the eighteenth-century polity.
Today, the work of government often involves coordination at the federal, state, and local levels as well as with contractors and citizens’ groups. This process of governance across levels of government, jurisdictions, and types of actors is called intergovernmental relations, and intergovernmental management (IGM) is the way work is administered in this increasingly complex system. Leading authority Robert Agranoff reintroduces intergovernmental management for twenty-first-century governance to a new generation of scholars, students, and practitioners.
Agranoff examines IGM in the United States from four thematic perspectives: law and politics, jurisdictional interdependency, multisector partners, and networks and networking. Over the past generation, public investment shifted dramatically toward primary services and resource distribution became far more equitable, partly due to the creation of new local governments. Many municipalities responded to decentralization with transparent, accountable government, yet others suffered ineptitude, corruption, or both. Why? Jean-Paul Faguet combines broad econometric data with deep qualitative evidence to investigate the social underpinnings of governance. He shows how the interaction of civic groups and business interests determines the quality of local decision making.

Despite massive changes in twentieth-century political structures—the imposition and destruction of colonial rule, nationalist plans for pan-African solidarity and modernization, multiple military coups, and the rise of neoliberal austerity policies—unremunerated labor and demonstrations of local leadership have remained central tools by which rural Ghanaians have interacted with the state. Grounding its analysis of statecraft in decades of daily negotiations over budgets and bureaucracy, the book tells the stories of developers who decided how and where projects would be sited, of constituents who performed labor, and of a chief and his large cadre of educated children who met and shaped demands for local leaders. For a variety of actors, invoking “the village” became a convenient way to allocate or attract limited resources, to highlight or downplay struggles over power, and to forge national and international networks.
